Why the Rhine Drought Is Bad News for Germany's Economy

Record-low water levels on one of Europe's busiest rivers are threatening to slow Germany's already struggling economy.

The Rhine River in Germany has reached dangerously low water levels after weeks of drought. The river is one of the most important waterways in Europe, used to ship goods like coal, iron ore, and fuel. Experts are warning that the low water could badly hurt Germany's economy at a time when it is already struggling to grow. If the river drops any further, large cargo ships may not be able to pass through at all.

At a key measurement point called Kaub — between the cities of Mainz and Koblenz — the water level was just 16 centimeters on Monday. Ships need at least 40 centimeters at Kaub to operate safely, and cargo carriers have already cut their loads to as little as one-fifth of normal. The head of Germany's inland shipping association warned the river could become completely impassable at Kaub before the end of the week. If that happens, the river would be split into two separate sections for commercial shipping.

Germany relies on its rivers to move about 5% of its goods, which adds up to around 173 million tons of cargo per year. Most of those goods are heavy bulk materials — like sand, petroleum products, and iron ore — that are expensive to move any other way. The Rhine corridor alone handles about 40% of all river freight between the Netherlands and the Swiss border. Losing access to the river, even briefly, puts a real strain on the country's supply chain.

Economists say the timing could not be worse for Germany. Research shows that for every 30 days of low water on the Rhine, industrial production falls by about 1%. The German Economic Institute now predicts a 0.4% drop in gross domestic product this year, which would wipe out nearly all expected growth. Some experts warn that losses in the steel, chemicals, and energy sectors could reach between €1 billion and €2 billion in just three months.

To help ease the crisis, the government is allowing trucks to drive on Sundays, which is normally not allowed. Officials are also cutting red tape for heavy loads and trying to shift more cargo to freight trains. However, Germany's roads simply cannot handle the volume that large barges normally carry without causing serious traffic jams and higher costs. A single large barge can carry the equivalent of 50 to 150 truckloads of cargo.

Scientists say extreme droughts like this used to be rare, but climate change is making them more frequent and more severe. Western Europe just experienced its warmest June and July ever recorded, with very little rainfall. The Rhine has traditionally received extra water during dry summers from melting Alpine snow and glaciers, but that natural backup is growing weaker as glaciers shrink. Germany's Federal Institute of Hydrology has warned that severe droughts could strike every five to ten years by the middle of this century.
