Why nuclear, why New Hampshire, why now?
New Hampshire's governor wants more nuclear power plants, but experts disagree on whether they would actually lower costs for residents.
New Hampshire's governor, Kelly Ayotte, has asked the state's Department of Energy to create a plan for bringing more nuclear power to the state. The plan is called a 'road map,' and it is meant to find ways to build more nuclear generators and lower electric bills. Experts, lawmakers, and community members have all shared opinions, and they do not all agree.
Electric bills in New Hampshire are among the highest in the nation. A major reason is that more than half of New England's electricity comes from natural gas. When gas prices rise — especially in cold winters — electric bills rise with them, making life harder for families and businesses.
Nuclear power is not new to New Hampshire. The Seabrook Station plant on the coast is one of only two nuclear plants still running in New England. The state also has a long history with nuclear submarines at Portsmouth Naval Shipyard, so people there are familiar with nuclear technology.
Electricity use in the region had been falling for years because of better energy efficiency. But experts now expect demand to climb again soon. Data centers, cryptocurrency mining, electric cars, and electric heating systems are all expected to need much more power in the coming years.
Supporters say nuclear power has important advantages over other energy sources. Representative Keith Ammon noted that nuclear plants run constantly, no matter what the weather is doing. Unlike wind or solar, which slow down when the weather changes, nuclear plants keep producing electricity around the clock.
Not everyone agrees that nuclear is the right path for New Hampshire, however. Justin Pelkowski of Eversource Energy, the state's biggest electric utility, explained a key problem: New Hampshire already produces more electricity than it uses. Adding more generation would mostly help other states, while New Hampshire residents would still pay the costs.
Representative Kat McGhee also raised concerns about who really benefits. She pointed out that electricity made in New Hampshire can be sold to buyers in other states. This means building a new plant here would not automatically mean cheaper bills for New Hampshire families.
Paying for a new nuclear plant is a huge challenge on its own. Nuclear construction is very expensive and takes a long time to complete. Michelle Gardner of NextEra Energy Resources said that no company would build a nuclear plant without a long-term contract guaranteeing they would get their investment back.
History shows how risky these projects can be financially. Seabrook Station went so far over budget that it bankrupted a local utility and left ratepayers with extra costs for years. A more recent plant in Georgia, called Vogtle, finished $17 billion over budget and also caused a major company to go bankrupt.
The debate is still ongoing, and New Hampshire's nuclear road map is not finished yet. Some people remain hopeful that the state will find a smart, affordable way to expand nuclear power. Others, like Doug Bogen of the Seacoast Anti-Pollution League, wonder if the money would do more good if spent on renewable energy or efficiency programs instead.
