Biden Tells World Leaders That Putin Started 'Needless War' in Ukraine

June 13, 2026 · Los Angeles Times

President speaks to United Nations and asks for help to stop Russia's invasion.

President Biden spoke to world leaders at the United Nations on Wednesday. He said Russian President Vladimir Putin broke international law by attacking Ukraine. Biden called Russia's invasion 'a brutal, needless war' that was started by one man. The president promised that America and its friends will keep helping Ukraine fight back.

Biden told the leaders that Putin 'shamelessly violated' the United Nations charter. The UN charter is a set of rules that countries agree to follow. When Russia attacked Ukraine, it broke these important rules. Biden said Russia tried to make Ukraine disappear from the map completely.

The president wants to change how the UN Security Council works. This group has five permanent members, including Russia and China. These countries can block decisions they don't like by using their 'veto power.' Biden thinks the UN should add more members to make it fairer.

Ukrainian President Volodymyr Zelensky also spoke to the UN leaders through a video call. He asked the world to take away Russia's veto power in the Security Council. Zelensky wants a special court to punish Russia for attacking his country. Many delegates stood up and clapped when he finished speaking.

On the same day Biden spoke, Putin made his own announcement on Russian TV. He said Russia would call up 300,000 more soldiers to fight in Ukraine. Putin also threatened to use nuclear weapons if Russia feels threatened. He said this threat was 'not a bluff,' which means he was being serious.

A permanent member of the United Nations Security Council invaded, attempted to erase the sovereign state from the map.
